From 2008-2012 we advised the Council of Australian Government’s (COAG) National Licensing Steering Committee and National Licensing Taskforce on the potential establishment of a National Occupational Licensing System (NOLS).
This involved providing advice that led to COAG agreeing to establish the NOLS at its meeting in April 2009. Stenning & Associates then worked with the Taskforce and Steering Committee on a range of activities to establish NOLS, including:
- determining the scope of NOLS and its implementation path
- consulting extensively with stakeholders regarding the design of the NOLS
- shaping the Intergovernmental Agreement (IGA) on the NOLS
- developing the Regulatory Impact Statement that accompanied the IGA
- developing the draft NOLS legislation – including working with the Interim Advisory Committees for selected occupational areas
- working with industry and government stakeholders to develop NOLS licence policy across selected occupational areas.
After extensive preparatory work, NOLS was discontinued by COAG because of policy level jurisdictional differences on project outcomes.
