We developed a register of all regulatory functions affecting third parties that are delegated to NSW local councils for the NSW Independent Pricing and Regulatory Tribunal (IPART).
This involved analysing over 500 pieces of legislation to identify and describe the regulatory functions delegated to NSW local government. The register informed IPART’s review of local government compliance and enforcement activity.
